public enum AiToolKind extends Enum<AiToolKind>
The kind of an AI tool: what class of effect running it can have. Read tools only read data the session may read; navigation tools only build an in-app link (no data access); write-proposal tools (not in phase 1) only create a proposal that a human must approve.
